State asks FEMA to reconsider aid decision; 

Dam releases to go up at Oahe, Big Bend



Gov. Jack Dalrymple said he is asking federal officials to reverse their decision 
to not provide assistance for individuals 
affected by the 2011 flooding.

“It’s hard to understand that they would not see that we had significant damage,” Dalrymple said at Friday’s morning flood briefing, referring to the Federal Emergency Management Agency’s “puzzling” decision on individual assistance. 
“We’re disappointed but we are optimistic that this will eventually be granted.”

........Mandan Mayor Tim Helbling said that people using sump pumps must drain water into streets rather than into the city’s sanitary sewer system to avoid burdening the sewage treatment plant. He said the city commission would consider a fine for those who do not comply.

PIERRE — South Dakota Gov. Dennis Daugaard said he is very disappointed by news that the U.S. Army Corps of Engineers will increase releases from Oahe Dam today and Sunday.
The corps announced in its Friday evening conference call that it will raise the releases from Oahe from the current 150,000 cubic feet per second to 155,000 cfs today and 160,000 cfs on Sunday.

The corps said that will move water from Oahe down the reservoir system to Fort Randall Reservoir, which has some flood storage remaining. State and local officials first learned of the change during that call.

“I am very disappointed by this news, and I hope the corps will do its best to plan for high rainfall and avoid increasing water releases, Daugaard said. “The state is working with the corps to ascertain the impact this will have, so that we can ensure the levees remain effective.”

“I am also very concerned about the effect this will have on private levees that were built relying on corps information,” the governor added..

Historic Opening of Big Bend Dam Spillway (Time lapse)

For the first time in history, the Big Bend Dam spillway near Fort Thompson, South Dakota opened Friday morning, 3 June 2011, to release flood waters. The spillway will release an additional 15,000 cubic feet of water per second bringing the total dam release to 100,000 cubic feet of water per second. The spillway is scheduled to release 65,000 cfs by 7 June This time compressed video was shot by South Dakota Public Broadcasting on the morning of 3 June 2011.
