China Regulates Buddhist Reincarnation
By Matthew Philips
Newsweek
Aug. 20-27, 2007 issue - In one of history's more absurd acts of totalitarianism, China has banned Buddhist monks in Tibet from reincarnating without government permission. According to a statement issued by the State Administration for Religious Affairs, the law, which goes into effect next month and strictly stipulates the procedures by which one is to reincarnate, is "an important move to institutionalize management of reincarnation." But beyond the irony lies China's true motive: to cut off the influence of the Dalai Lama, Tibet's exiled spiritual and political leader, and to quell the region's Buddhist religious establishment more than 50 years after China invaded the small Himalayan country. By barring any Buddhist monk living outside China from seeking reincarnation, the law effectively gives Chinese authorities the power to choose the next Dalai Lama, whose soul, by tradition, is reborn as a new human to continue the work of relieving suffering.
At 72, the Dalai Lama, who has lived in India since 1959, is beginning to plan his succession, saying that he refuses to be reborn in Tibet so long as it's under Chinese control. Assuming he's able to master the feat of controlling his rebirth, as Dalai Lamas supposedly have for the last 600 years, the situation is shaping up in which there could be two Dalai Lamas: one picked by the Chinese government, the other by Buddhist monks. "It will be a very hot issue," says Paul Harrison, a Buddhism scholar at Stanford. "The Dalai Lama has been the prime symbol of unity and national identity in Tibet, and so it's quite likely the battle for his incarnation will be a lot more important than the others."
So where in the world will the next Dalai Lama be born? Harrison and other Buddhism scholars agree that it will likely be from within the 130,000 Tibetan exiles spread throughout India, Europe and North America. With an estimated 8,000 Tibetans living in the United States, could the next Dalai Lama be American-born? "You'll have to ask him," says Harrison. If so, he'll likely be welcomed into a culture that has increasingly embraced reincarnation over the years. According to a 2005 Gallup poll, 20 percent of all U.S. adults believe in reincarnation. Recent surveys by the Barna Group, a Christian research nonprofit, have found that a quarter of U.S. Christians, including 10 percent of all born-again Christians, embrace it as their favored end-of-life view. A non-Tibetan Dalai Lama, experts say, is probably out of the question.

Could Novarupta, Alaska - The Greatest Volcanic Blast Of The 20th Century Erupt again?

Could Novarupta Erupt Again?

novarupta map
Ashfall coverage extents for various south Alaskan volcanoes. Note the very large area representing Novarupta's ashfall extent (gray).
Other large eruptions on the Alaska peninsula are certain to happen in the future. Within the last 4000 years there have been at least seven Novarupta-scale eruptions within 500 miles of where Anchorage is located today. Future activity is expected because the Alaska peninsula is on an active convergent boundary.

These large eruptions will have enormous local and global impact. Local impact will include the lahars, pyroclastic flows, lava flows and ash falls that are expected from a volcanic eruption. These can result in a significant loss of life and financial impact. The activity of these volcanoes is monitored by the United States Geological Survey and others so that eruptions can be predicted and their events mitigated.

NOVARUPTA, ALASKA -
THE GREATEST VOLCANIC
BLAST OF THE 20TH CENTURY

Novarupta's ash fall was far greater than any other Alaska eruption in recorded history and contained a greater volume than all of the Alaska eruptions combined.  Another eruption the size of Novarupta would ground commercial jet traffic across the North American continent.

The article below relates that for nine decades since the gigantic eruption of Novarupta, volcanologists had thought that it was Mt. Katmai that had erupted.  We now know that it was Novarupta, not Katmai.

We will be adding Novarupta to THC's list of supervolcanoes whose activities we report on each Sunday morning.  It is located at 58.27° N and 155.16° W, and it erupted with a VEI of 6 on June 6, 1912.  Should Novarupta erupt once again with a VEI of 6 to 8 (the highest value), we could expect days to months of  the darkening of the Sun (Cayce reading 3976-15?) over much of western North America.

Most Powerful Volcanic Eruption
of the 20th Century, but
not Mt. Katmai

novarupta map

Location of the 1912 Eruption.

June 6th, 1912

The morning of June 6th arrived on the Alaska peninsula to find the area which is now Katmai National Monument being shaken by numerous strong, shallow earthquakes. The most powerful volcanic eruption of the 20th Century was about to begin – but very few people knew about it. The Alaska peninsula has a low population density today but it 1912 it was even lower. Beyond the land shaken by the earthquake activity the beginnings of this event were almost unnoticed.

Volcanic Monitoring - 1912 vs. Today

Today the stirring of an important volcano draws enormous global attention. Weeks or even months before most large eruptions a buzz circulates through an electronically-connected community of volcano scientists as clusters of small earthquakes are detected by a global array of seismographs. Many scientists working at diverse global locations interpret this data and begin to collaborate about an awakening volcano and the eruption that might follow. Reports are posted on the internet and news stories communicate the volcano's activity to millions of people. Often it is a false alarm – the volcano is simply stirring.

People in Juneau, Alaska, about 750 miles from the volcano, heard the sound of the blast – over one hour after it occurred.
If the earthquakes strengthen and begin moving upwards, many of these scientists will travel to the area of potential eruption to make observations and set up a local network of data-gathering instruments.

However, in 1912, Alaska was not a US state, very few scientists were supported to do volcanic studies and a worldwide network of seismic monitoring was not in place. Scientists were just starting to understand the mechanics of volcanic eruptions.

Novarupta Volcano Erupts

On June 6th, 1912 a tremendous blast sent a large cloud of ash skyward and the eruption of the century was underway. People in Juneau, Alaska, about 750 miles from the volcano, heard the sound of the blast – over one hour after it occurred.

For the next 60 hours the eruption sent tall dark columns of tephra and gas high into the atmosphere. By the time the eruption ended the surrounding land was devastated and about 30 cubic kilometers of ejecta blanketed the entire region. This is more ejecta than all of the other historic Alaska eruptions combined. It was also thirty times more than the 1980 eruption of Mount St. Helens and three times more than the 1991 eruption of Mount Pinatubo, the second largest in the 20th Century.

Impact of the Eruption

The inhabitants of Kodiak, Alaska, on Kodiak Island, about 100 miles away, were among the first people to realize the severity of this eruption. The noise from the blast would have commanded their attention and the visual impact of seeing an ash cloud rise quickly to an elevation of 20 miles then drift towards them would have been terrifying.

Within just a few hours after the eruption a thick blanket of ash began falling upon the town - and ash continued falling for the next three days, covering the town up to one foot deep. The residents of Kodiak were forced to take shelter indoors. Many buildings collapsed from the weight of heavy ash on their roofs.

Outside, the ash made breathing difficult, stuck to moist eyes and completely blocked the light of the sun at mid-day. Any animal or person who was caught outside probably died from suffocation, blindness or an inability to find food and water.

Pyroclastic Flow

Back on the peninsula, heavy pyroclastic flows swept over 20 kilometers down the valley of Knife Creek and the upper Ukak River. (A pyroclastic flow is a mixture of superheated gas, dust, and ash that is heavier than the surrounding air and flows down the flank of the volcano with great speed and force.)

These flows completely filled the valley of Knife Creek with ash, converting it from a V-shaped valley into a broad flat plain. By the time the eruption was over the world's most extensive historic ignimbrite (solidified pyroclastic flow deposit) would be formed. It covered a surface area of over 120 square kilometers to depths of over 200 meters thick near its source. (The satellite image at right shows the original geographic extent of pyroclastic flow deposits as a yellow line.)

Volcanic Ash

Immediately after the June 6th blast, an ash cloud rose to an elevation of about 20 miles. It was then carried by the wind in a westerly direction, dropping ash as it moved. The ash deposits were thickest near the source of the eruption and decreased in thickness downwind. (The satellite image above has red contour lines showing the thickness of the ash deposits in the area of the eruption. Measurable thickness of ash fell hundreds of miles beyond the one meter contour line.)

When the eruption stopped on June 9th, the ash cloud had spread across southern Alaska, most of western Canada and several U.S. states. Winds then carried it across North America. It reached Africa on June 17th.

Although the eruption had these far-reaching effects, most people outside of Alaska did not know that a volcano had erupted. More surprising is that no one knew for sure which of the many volcanoes on the Alaska peninsula was responsible. Most assumed that Mount Katmai had erupted but they were wrong.

Valley of Ten Thousand Smokes

After the eruption, the National Geographic Society began sending expeditions to Alaska to survey the results of the eruption and to inventory the volcanoes of the Alaskan peninsula. Robert Griggs led four of these expeditions. During his 1916 expedition, Griggs and three others traveled inland to the eruption area. What they found exceeded their imagination.

novarupta map
Katmai Caldera.

First, the valley of Knife Creek was now barren, level and filled with a loose, sandy ash which was still hot at depth. Thousands of jets of steam were roaring from the ground. Griggs was so impressed that he called it the "Valley of 10,000 Smokes".

James Hine, a zoologist on the expedition described the location: "Having reached the summit of Katmai Pass, the Valley of Ten Thousand Smokes spreads out before one with no part of the view obstructed. My first thought was: We have reached the modern inferno. I was horrified, and yet, curiosity to see all at close range captivated me. Although sure that at almost every step I would sink beneath the earth's crust into a chasm intensely hot, I pushed on as soon as I found myself safely over a particularly dangerous-appearing area. I didn't like it, and yet I did."

Katmai Caldera & Novarupta Dome

During the eruption a large amount of magma was drained from magma chambers below. The result was a removal of support from beneath Mount Katmai which is six miles from Novarupta. The top several hundred feet of Katmai - about one cubic mile of material - collapsed into a magma chamber below. This collapse produced a crater about two miles in diameter and over 800 feet deep.

Early investigators assumed that Katmai was responsible for the eruption. This assumption was based upon Katmai being near the center of the impact area, Katmai was visibly reduced in height, and early witness accounts thought that the eruption cloud ascended from the Katmai area. Closer observation was not possible and expeditions into the impact zone would be very difficult to accomplish.

novarupta lava dome

Novarupta was a very high latitude eruption.
The first scientific investigation to get an up-close look at the eruption area did not occur until 1916 when Robert Griggs found a 2-mile-wide caldera where Mount Katmai once stood. He also found a lava dome at the Novarupta vent. These observations convinced Griggs that Katmai was the source of the eruption.

It was not until the 1950s - over forty years after the eruption - that investigators finally realized that ash and pyroclastic flow thicknesses were greatest in the Novarupta area. This discovery produced a revelation that Novarupta - and not Katmai - was the volcano responsible for the eruption (see satellite image medium resolution, 164 KB or higher resolution, 1330 KB). This is possibly the most important false accusation in the history of volcanic study.

Could Novarupta Erupt Again?

novarupta map

Large eruptions of Novarupta's scale at high latitudes can have a significant impact upon global climate. Recent studies have linked high latitude volcanic eruptions with altered surface temperature patterns and low rainfall levels in many parts of the world. The 1912 eruption of Novarupta and other Alaska eruptions volcanoes have been linked with drought and temperature changes in northern Africa.

An eruption the size of Novarupta would ground commercial jet traffic across the North American continent.

Another significant impact is the distribution of volcanic ash. The image at right shows the ash fall impact areas for five important volcanic eruptions of the 20th century. Augustine (1976), St. Helens (1980), Redoubt (1990) and Spurr (1992) all produced ash falls of significant regional impact. However, Novarupta's ash fall was far greater than any other Alaska eruption in recorded history and contained a greater volume than all of the Alaska eruptions which have been recorded combined.

One of the most important reasons to monitor volcanic eruptions is the potential danger that they present to commercial air traffic. Jet engines process enormous amounts of air and flying through finely dispersed ash can cause engine failure. Impacting the tiny ash particles at high speed is very similar to sandblasting. This can "frost" the jet's windshield and damage external parts of the plane. Before the danger of flying through finely dispersed ash was appreciated several commercial jets were forced to land after sustaining serious damage while in the air. Eruptions the size of Spurr, Augustine, Redoubt and St. Helens can damage jets flying over 1000 miles away. An eruption the size of Novarupta would ground commercial jet traffic across the North American continent.

What Can We Do About It?

People can not prevent this type of eruption. They can assess the potential impact, develop with the possibility of loss in mind, plan a response, educate the public and key decision makers, and monitor the region where it might occur.

The more you know about a natural hazard, the greater your chances of avoiding injury or loss. We are lucky to have this record of the past.

Dear Sir,

Your letter came as no surprise being as you have already sent me two million with promise of more money to come.  I have put one million in the bank, and the other million I have bought a house and a boat and donated some to some children with AIDs in Africa.  I know it comes as a surprise to you that there are children with AIDs in Africa, but I have a secret source that has informed me of  this minor problem with some of the adults in Africa that are passing this minor problem to their offspring before they, the adults die of this minor problem.  It really needs to be addressed by the adults before they die off.. so many little children are dying .. but their parents are coming down with AIDs and producing more children before they themselves die of AIDs. What do you think can be done about this minor problem? I know you don't think that education could possibly be a factor in helping prevent all the adults in Africa from dying of AIDs, do you?  I'm sure you don't believe in  abstinence and purity before wedlock do you?  A lot of people don't so don't feel you are being  singled out.. but it's a well kept secret that many  Hebrew  people know about.   Of course, many Hebrews practice this abstinence  after wedlock - too bad, because their Kosher practices could save the world.  Well, there's an overpopulation as it is, but it would be nice if the tremendous population growth on earth were of AIDs free people, don't you agree?

Well, thank you again for the millions of money, and I'm looking forward to the rest of it.  Perhaps we can save a few African children, and maybe educate and inspire some African adults.  It will take some expansion of consciousness, I believe, but it is, indeed possible.

Sincerely,

Dr. Drrohe On

By the way, I enjoyed Hong Kong very much.

Ideas on Earth Axis Tilt & Solar Info - 2012

Rick Riedel <manystars@esedona.net>
to TimeStar
show details
 5:40 pm (1½ hours ago)
Krsanna,

I checked out the website. I have a lot of trouble with this. If the Earth has indeed, tilted beyond its normal 23 degrees, the ONLY way to tell is by observing changes in the alignment of stars in relation to each other, or with the Moon or by using a calibrated rod placed exactly perpendicular to the Earth's surface to see if the shadow at noon (precisely) is any longer than it was before the supposed "tilt". There is a monument at Chichen Itza in central Mexico that is so perfectly constructed that, on the spring equinox, the Pyramid at Kukulcan about 4 pm or so, will cast a shadow that looks like an undulating snake on the north stairway. The serpent's head carved in stone at the base of the stairway wompletes the picture of an upside-down serpent – a deity serpent descending from the sky- that is quite common in Mesoamerican art. I haven't heard about this phenomenon being disrupted this spring.

This sort of idea sounds like the stuff promulgated in the Zeta Talk website, a fear-mongering site that insists that Planet X is preparing to swing by Earth and cause a pole shift. The fact that nobody else seems to be able to find a planet twice the size of Jupiter lurking around the solar system close enough to Earth to cause such a thing doesn't bother them much. It's all a cover-up, they say. They also say that the Earth stopped in its orbit 3 years ago and the seasons are being artificially created by some technological trick.

The unusual weather and other unsettling events are, in my opinion, a result of the Earth passing through the Photon Belt, which is a highly energized region in space. The entire solar system is going through it and all the planets have shown some signs of increased energy. Jupiter grew another red spot in February this year, which merged with the Great Red Spot to form an even larger storm. There has been a dust storm on Mars that has crippled the Martian rovers because the dust has covered the solar panels. Earth is the densest planet in the solar system and shows changes the slowest. Earth will not be in the Photon Belt all year round until 2012.

Go outside after sunset and find Jupiter in the sky. It is bright and overhead. Below it is a red star. This is Antares, a red dwarf that is quite bright. The apparent distance between them exactly matches what it's supposed to be, according to my astronomy and astrology software. If the Earth was tilted an extra 3 degrees, this distance would be greater or lesser than predicted.

The Zeta Talk website takes advantage of the fact that most people don't pay much attention to where things are in the sky. When they start looking, it's easy to confuse them. I have been watching the sky for nearly 40 years and all those stars are just where they are supposed to be. If we had a change of 3 degrees, there would be a lot more going on that what we see now.

Blessings,
 - Rick Riedel

AnotherTotal Lunar Eclipse - Tuesday..

PARIS (AFP) - The Moon will fall into the Earth's deep shadow on Tuesday, taking on a lustrous red or orange hue during the second total eclipse of 2007.

Get ready for second total lunar eclipse of 2007

1 hour, 28 minutes ago
The Moon will fall into the Earth's deep shadow on Tuesday, taking on a lustrous red or orange hue during the second total eclipse of 2007.
Star gazers in east Asia and across the Americas will be able to watch as our planet's natural satellite is consumed by celestial dragons, as the Chinese once thought.
And night owls in the Pacific basin, from eastern Australia to the west coast of the north America, will be treated to the full eclipse at 10:37 GMT, corresponding to early evening in Sydney and a couple hours before sunrise in Los Angeles and Vancouver.
The perfect spot for spectators will be French Polynesia, according to NASA, but the eclipse will not be visible at all in Europe or Africa.
The Moon does not disappear from view during a full eclipse, but is shielded by Earth for about 90 minutes from the Sun's direct light.
The longest possible duration for the total phase is 107 minutes, and last occurred in July 2000.
A total eclipse can only take place at full Moon, and only if the Moon passes through the zone, called the umbra, in which the Earth blocks all of the Sun's rays.
The color cast by refracted light -- which can range from bright orange to blood red to copper to dark gray -- depends on the amount of volcanic gas and dust in the atmosphere blocking the Sun's light.
In the absence of recent eruptions, the Moon should be a vivid red or orange, according to NASA.
Total lunar eclipses normally occur roughly every couple of years, but this year there will have been two, the other having taken place on March 3.
The next chance to see the Moon slip entirely into terrestrial shadows will be on February 21, 2008, but after that the wait is longer: December 2010.
Further details on these eclipses and information on eclipses in general can be found on http://sunearth.gsfc.nasa.gov/eclipse/lunar.html

Subject: Re: [From_The_Edge-Alerts] 'UnEasy' Feeling Indeed ~ by Larry Taylor

Yes, Larry... we too have that feeling.. it is quieter - for now.  More is coming.. and I feel it won't be just for personal troubles but for everyone... maybe nationwide?

We are in a temporary Grace period..  Prayer and watchful Awareness is called for.

A couple months ago, Spirit told me "This is a Test, this is just a Test"... then immediately we started getting personal 'attacks', from several surprising sources..and many trials... many family members and friends suddenly becoming very ill and being diagnosed with cancer or other unexpected trouble....and also having  financial crisis's. About two weeks ago, I received the message, "Be Aware".  Due to awareness, we found out Roy's prostate cancer very early in the game, and I can see God's divine providence at work in this.. many people are also continuing to experience Tests, Trials and Tribulations..  Two days ago, a dear friend was diagnosed with an aggressive Stage 4 lung cancer in both lungs.... she has never smoked!  Prayers are needed.

Last week, I received the message of "Grace" and it was confirmed by another prayerful friend who just underwent a double mastectomy by choice (!) and says the Holy Spirit (possibly in the form of her mother who passed away four years ago) made her suddenly aware and certain of the need for it!  The surgeon found hidden cancer in both breasts during the surgery!  Our friend agrees that we are in a temporary Grace period.

I called a prayer line and the prayer partner confirmed that there has been an increase in troubles that people are calling in for.

Yesterday, I received "This is a Test" again ... which indicates to me that the run of trials is not over, and the continuing need for both prayerful awareness, and thankfulness for God's Grace.

Earthquake hits Kuwait!

Earthquake hits Kuwait! by radiant guy
Well, yesterday (Sat.) early morning around 2 A.M., I was in my room (third floor) on my bed working on a new project when my bed begun to shake and I looked exactly like this ---> :S

I had no idea what was going on, I though USA initiated a new war or invaded a new country in the region or something.

Anway later I went down stairs and asked my little brother if he felt it, he replied NO and laughed, then I went to my mother and asked her too, she thought I was kidding.

On the moring while I was driving to work, they were talking about it on the radio and that's when I knew it was an earthquake ~:O

We never have them in Kuwait or at least we can't feel them when they happen but this one was 4.3-magnitude earthquake, I guess that's why I felt it.

Hurricane Dean heading for Texas?

Texas prepares for Hurricane Dean

By MONICA RHOR, Associated Press Writer 12 minutes ago
Even with powerful Hurricane Dean days away and its path uncertain, officials in sodden south Texas left little to chance Sunday, readying planes, gasoline and hundreds of buses to get residents out in a hurry.
Authorities passed out sandbags, evacuated inmates and opened emergency operations centers in a region still soaked from the remnants of Tropical Storm Erin, which caused severe flooding and at least one death Sunday in Oklahoma.
"We're preparing for Hurricane Dean just as if it is going to be direct hit," said Johnny Cavazos, the chief emergency director for Cameron County at the state's southernmost tip.
A state of emergency was declared in the resort town of South Padre Island. About 3,300 jail and prison inmates in the area were to be bused to correctional facilities elsewhere by Sunday night.
In Washington, R. David Paulison, head of the Federal Emergency Management Agency, said up to 100,000 people might have to be evacuated from the state's southeastern coast and its immigrant shantytowns near the Mexican border. The storm is on course for northern Mexico, but could shift and hit the region around Brownsville, Texas, Paulison said.
In Oklahoma, what was left of Erin flooded homes and roads and blacked out thousands of customers, mostly in the Oklahoma City area. One drowning was blamed on the flooding and a motorist was missing, local and state officials said.
The level of preparation for Dean was influenced by memories of two destructive hurricanes that hammered the Gulf Coast region in 2005.
"In part, it is because of the unfortunate events from Rita and Katrina," Cavazos said.
During Rita, the evacuation quickly turned into a nightmare of clogged highways, stalled traffic and sweltering heat, as motorists from the coast ran into residents fleeing Houston. Gas stations ran out of fuel and supplies, and drivers sat for hours on gridlocked evacuation routes.
Dean was a Category Four storm Sunday, threatening to pour as much as 20 inches of rain on Jamaica. The National Hurricane Center in Miami said it was projected to reach the most dangerous hurricane classification, Category 5, with wind of 160 mph before crashing into the Mexican coastline near Cancun on Monday night or Tuesday.
The storm was forecast to make landfall Wednesday, likely somewhere along the coast of northern Mexican or southern Texas, the hurricane center said.
Even if Mexico gets the brunt of the storm, Texas could still get soaked by Dean's outer bands of heavy rain, Cavazos said.
A Home Depot in Brownsville ran out of its supply of plywood Sunday as people rushed to board up windows, and about 60 people waited in line for a new shipment to arrive. Other customers crowded the store scooping up batteries, generators, water and flashlights, assistant store manager Edward Gonzalez said.
"We're hoping it misses us, but it is a huge, huge storm," said Gonzalez. "Everyone says they're not going to take chances. They're going to board up windows and be ready to ride it out."
Texas Gov. Rick Perry mobilized the National Guard and search and rescue teams, shipped 60,000 to 80,000 barrels of gasoline to gas stations in the Rio Grande Valley, and got a pre-emptive federal disaster declaration from President Bush.
The state sent six C-130 aircraft to Cameron County to help if any critically ill patients need to be evacuated from local hospital. Buses from the city, state, and military were on standby for possible evacuations, including a fleet of 700 sent by the governor's office. Another 600 buses were on standby in San Antonio.
"Being this prepared is expensive and, at times, it's inconvenient, but I'd rather be safe than sorry," Cavazos said.

4 Die in Minnesota Flooding

4 die in Minnesota flooding

By SCOTT BAUER, Associated Press Writer 46 minutes ago
Severe storms deluged parts of the upper Midwest during the night with as much as a foot of rain, causing flooding that washed away bridges and roads and killed at least four people, authorities said Sunday.
Part of Winona and smaller towns in southeastern Minnesota and southwestern Wisconsin were evacuated, officials reported.
Rushing floods in Minnesota killed two people in their vehicle near Stockton and two others in vehicles near Witoka, said Bob Reinert, the Winona County administrator and spokesman for the county's emergency operations center.
"They apparently just drove off the edge of the pavement, and with the floodwaters just were unable to get out of the vehicle," he said, adding floodwaters opened up a 30-foot gully where the road used to be.
Houston County authorities were investigating reports of two additional fatalities, one near Houston and one near La Crescent, and Winona County authorities were looking for three people reported missing.
National Guard Capt. Paul Rickert of the National Guard says 88 soldiers and two helicopters were sent to Winona to help with security around the small cities of Elba, Stockton, and Pickwick. Minnesota Gov. Tim Pawlenty visited the area Sunday and declared a state of emergency in six counties.
Across the Mississippi in Wisconsin, up to 12 inches of rain triggered a mudslide that pushed a house onto state Highway 35 in Vernon County, said Wisconsin Emergency Management spokeswoman Lori Getter. No injuries were reported.
"They've been pulling people out of stalled cars, and evacuating them out of their homes," Getter said, adding that the Wisconsin National Guard was placed on standby.
Nearly 80 people living near small dams in Vernon County were evacuated, Getter said.
The Pine Valley West apartment complex in Wisconsin's Richland County was evacuated as a precaution, with 10 of them taken to the Pine Valley Health and Rehabilitation, a nursing home, said Donna Gilson, a spokeswoman at emergency management's Madison headquarters. Emergency management officials initially said 18 nursing home residents were evacuated; Gilson said confusion resulted from the similarity of names.
Numerous roads and bridges were washed out or closed in both states Sunday and several towns were evacuated, officials said.
"In our situation we've evacuated the city of Stockton, which is probably the hardest hit," Reinert said in Minnesota. Other small cities were also evacuated as well as low-lying portions of Winona, he said.
Residents of downtown Gays Mills, Wis., were taken to a fire station, and a state of emergency was in effect there. The entire downtown was flooded and water was 4 feet deep in some homes, Gilson said.
Five cars of a 65-car train derailed outside Goose Island, Wis., and the surrounding area was evacuated, Getter said. One car that tipped over contained acid, but hazardous materials teams did not detect any leaks, she said.
The rain fell from a storm system that stalled over the region, said National Weather Service meteorologist Tod Rieck in La Crosse.
"When the showers and thunderstorms set up, they sat there for hour after hour after hour," he said.
He said Wisconsin's Kickapoo River was already at a record crest on Sunday morning, and the Root River in Minnesota was at or near a record.
Houston County Sheriff's dispatcher Dwayne Beckman said authorities were keeping a wary eye on the dike that protects that small city from the rising Root River. According to Beckman, the river was at 19 feet "and the dike is good to 20 feet."
Houston residents were not being evacuated yet "but they are all on alert," Beckman said.
Rivers were still rising and more rain was in the forecast at midday Sunday.
Storms from the same system also stretched across parts of Iowa, northern Illinois and southern Michigan into Ohio. Parts of northern Iowa had minor flooding, with no reports of injuries or deaths, officials said Sunday morning.
