Three dead, over 1 million without power, Severe Storm N.W

At least three people are dead and more than 1 million lost power Tuesday as powerful winds raked the Pacific Northwest and parts of the interior Northwest.

Winds were clocked as high as 119 mph in the mountains of Washington state while urban centers were buffeted by winds strong enough to cause extensive damage to trees and buildings, knocking out power to hundreds of thousands of people in the Seattle and Spokane areas.
Heavy rain is also causing its share of problems, contributing to serious flooding in parts of western Washington.
Here are the latest impacts from this system. 

Washington

Falling trees were blamed for three deaths, extensive power outages and structural damage Tuesday in Washington.
A man in his 20s was killed when a tree came down on his car near Monroe Tuesday afternoon. A spokesperson from the Snohomish County Fire District 5 told Seattle television station KOMO that the incident occurred on Ben Howard Road around 1 p.m. local time.

    A woman in her 50s was killed in her car by a falling tree near the corner of 14th Ave and Division Street in Spokane, reported Assistant Fire Chief Brian Schaeffer of the Spokane Fire Department. The tree was reported to have fallen around 3:30 p.m. local time.
    Another driver was killed in a fatal collision with a tree that fell onto State Route 904 near Cheney in eastern Washington, according to Washington State Patrol District 4 public information officer Jeff Sevigney.
    Conditions were so bad that the Greater Spokane Department of Emergency Management issued a "shelter in place" bulletin around 4:30 p.m. Tuesday, advising all residents to stay in a sheltered location. The bulletin said "extreme winds" were resulting in downed trees and flying debris in the Spokane area.
    Spokane schools have canceled Wednesday classes, KREM.com reported.
    In all, at least 522,000 customers had lost power at one time or another in Washington as of midnight Tuesday night.
    "Given the typical ratio of power customers to actual people, this means at least 1 million people were affected by power outages in Washington alone," said weather.com senior meteorologist Nick Wiltgen.
    High winds caused widespread power outages. The worst of the outages were in the Spokane area, where the National Weather Service office tweeted that the power outages are among the most extensive ever seen in Spokane's history. Electric utility Avista said 70 percent of its 181,000 Spokane County customers were without powershortly after midnight early Wednesday.
    In some areas, powerless residents ventured out to look for dinner in restaurants that had power, unable to cook their own. KOMO-TV reported some customers were willing to eat in the dark at Mukilteo restaurant Brooklyn Bros. Pizza.
    "People were turning on their flashlights on their phones and continuing to eat," Bailey Forman, a cashier at the restaurant, told KOMO. "It was awesome and then I started lighting candles on the tables so people could kind of see, but there's not much we could do."
    The winds damaged far more than just power lines. In the north Seattle suburb of Shoreline, a windblown tree snapped off and struck a King County Metro Bus, sending the driver to the hospital with neck and back pain.
    The King County Sheriff's Office says it happened just before 10 a.m. Tuesday as officials were receiving many calls about downed trees during a heavy wind and rain storm. The tree struck the Route 331 bus near Shoreline Community College. The driver was the only person on board. She was taken to Northwest Hospital.
    A building in downtown Spokane has had its roof cave in. Five people evacuated safely, according to KHQ-TV in Spokane.
    Another report of a car crushed by a downed tree surfaced in Spokane. The woman who was driving emerged unharmed, reported local television station KREM.
    Part of the roof on the SpokAnimal adoption center building in Spokane was blown off, according to storm reports relayed by the National Weather Service.
    The Washington Department of Transportation shut down a 17-mile stretch of Interstate 90 from the Vantage Bridge to Adams Road, five miles east of George, Tuesday afternoon due to poor visibility from blowing dust.
    The DOT told Reuters that a mudslide closed parts of State Route 20, north of Seattle, while flooding and downed trees forced the closure of a stretch of U.S. Route 2.
    A 119-mph wind gust was clocked by an anemometer on White Pass in the Cascade Range Tuesday afternoon. White Pass is located about 80 miles southeast of Seattle. Several other mountain locations gusted over 110 mph Tuesday.
    Heavy rain from this windstorm, in addition to rain from another strong Pacific storm last week, sent rivers above flood stage in western Washington, with the worst flooding occurring north and northeast of Seattle.

    Cyber Attack? Power Outage Detroit,Evacuations

    FBI warns of 'destructive' malware in wake of Sony attack

    BOSTON (Reuters) - The Federal Bureau of Investigation warned U.S. businesses that hackers have used malicious software to launch a destructive cyberattack in the United States, following a devastating breach last week at Sony Pictures Entertainment.
    Cybersecurity experts said the malicious software described in the alert appeared to describe the one that affected Sony, which would mark first major destructive cyber attack waged against a company on U.S. soil. Such attacks have been launched in Asia and the Middle East, but none have been reported in the United States. The FBI report did not say how many companies had been victims of destructive attacks.
    "I believe the coordinated cyberattack with destructive payloads against a corporation in the U.S. represents a watershed event," said Tom Kellermann, chief cybersecurity officer with security software maker Trend Micro Inc. "Geopolitics now serve as harbingers for destructive cyberattacks."





    Power  is slowly being restored Tuesday afternoon after a widespread outage caused evacuations of buildings throughout the downtown, including Joe Louis Arena, Coleman A. Young Municipal Center, the Frank Murphy Hall of Justice, the Detroit Institute of Arts and some buildings at Wayne State University.
    According to Detroit Press Office shortly before noon: "The city's public lighting grid suffered a major cable failure that has caused the entire grid to lose power at approximately 10:30 this morning. The outage is affecting all customers on the PLD grid. We have isolated the issue and are working to restore power as soon as possible."
    "The city's Public Lighting Department is working closely with DTE during this process."
    DTE Energy Co. spokesman Scott Simons said "it looks like the entire Detroit Public Lighting system is down. Affecting about 100 buildings, places like The Joe, Frank Murphy Hall of Justice, fire stations, schools. We were notified about 10:30 a.m. We're working with them to help resolve the situation. We'll help investigate the problem and make repairs. It's too early yet to determine what has caused the shutdown."

    Attack on Power Grid - Arkansas

    More than 10,000 people in Arkansas were dumped into a blackout Sunday following an attack on that state’s electric grid, the FBI said today, the third such attack in recent weeks. In August, a major transmission line in the region, around Cabot, Ark., was deliberately cut.
    The FBI said that two power poles had been intentionally cut in Lonoke County on Sunday, resulting in the outage.
    “Though we remain confident that we will identify the person or persons responsible for these incidents,” the FBI said in a press release, “we are enlisting the public’s help to be our eyes and ears. We take threats to our power grid very seriously.”

    The FBI said it would pay a $25,000
    reward for information about the attacks.
    And for good reason. The FBI suspects these attacks are linked with a third incident in September.

    In the early morning hours of September 29, 2013, officialswith Entergy Arkansas reported a fire at its Keo Substation located on Arkansas Highway 165 between Scott and England in Lonoke County. Fortunately, there were no injuries and no reported power outages. Investigation has determined that the fire, which consumed the control house at the substation, was intentionally set. The person or persons responsible for this incident inscribed a message on a metal control panel outside the substation which reads, ‘YOU SHOULD HAVE EXPECTED US.’


    In August, a person or group of people attached a cable to the framework of a 100-foot electric transmission tower and placed the cable across the railroad track in an apparent attempt to use a moving train to pull down the tower.
    While the electric power industry has expressed concerns about cybersecurity, the recent spate of attacks in Arkansas suggests that the electric power grid is equally if not more vulnerable to physical acts of sabotage.

    Europe has more experience with physical attacks on the electric grid than the United States, according to the Terrorism Research & Analysis Consortium.
    During the 1980′s, anti-nuclear political groups in Germany were believed to be responsible for acts of sabotage on transmission lines from nuclear reactors.

    UPDATE

    This evening, the FBI released additional details regarding yesterday’s attack on the electric grid in central Arkansas.

    According to the FBI’s press release:


    The person or persons responsible for this incident took a tractor that had been parked inside a fenced area at the intersection of Poston Road and John Shelton Road . . . and drove it through a locked cattle gate. We believe the person or persons drove the tractor south on John Shelton Road, then turned west on either Billy Lane or Phillips Road, then drove the tractor off road at County Road 466 and Phillips Road, following the cleared area of the power line to the wooded area where the poles are located. Our investigation has determined that this tractor was utilized to pull down one of the poles after the poles were cut.


    The “tractor” was manufactured by Kershaw and is sold as the SkyTrim. 



    The picture above shows a SkyTrim similar to that found by the FBI, which Kershaw describes as “a rough terrain, rubber-tired vehicle with telescoping boom and saw-type cutter head designed to trim trees.


    The SkyTrim is used for vegetation management by utilities in rough terrain.

    It appears that the culprit was able to commandeer the local utility’s (or owner of the transmission system) equipment to pull down the utility poles.

    The power lines targeted in the attacks, which can be found on Google Maps, appear to link a high-voltage transmission line with a switching station or substation sited at 161 Billy Ln in Jacksonville, Arkansas.

    The implication appears to be that the culprit not only knew where to find the equipment he needed to cause a power outage, but he also know how to use that equipment well enough to pull down two utility poles.
