As expected, Isaac strengthened into the season's fourth hurricane on Tuesday and now is projected to hit near New Orleans either late tonight or early Wednesday.

At 2 p.m., Isaac was about 55 miles southeast of the mouth of the Mississippi River - 135 miles southeast of New Orleans - lumbering northwest at 10 mph with sustained winds of 75 mph.

The system is forecast to make landfall with sustained winds of 80 mph, or as a weak Category 1 hurricane.

Hurricane watch issued for South Florida

Gov. Rick Scott declared a state of emergency in Florida on Saturday afternoon, as the southern parts of the state braced for a possible hit.

With Tropical Storm Isaac marching toward Florida and likely to strengthen, a hurricane watch has been posted for South Florida, from Golden Beach south to the Keys.

The watch means hurricane conditions are possible within 48 hours.

A tropical storm warning has been issued for the rest of the southeast coast, from Sebastian Inlet south. That means tropical storm conditions are likely within 36 hours.

At 2 p.m. on Saturday, Isaac was in the Caribbean about 40 miles north of Guantanamo, Cuba, moving northwest at 17 mph with sustained winds of 60 mph. Its tropical force winds now extend 205 miles from its center.

Although the system weakened overnight, the result of moving over western Haiti, it is expected to steadily strengthen into a hurricane by Sunday.

Under the latest forecast, the system would hug the north shore of Cuba on Saturday and Sunday – rather than plow over the island – allowing it more time over water to intensify.

If the system holds to that prediction, South Florida can expect to see winds pick up and rain bands start to move in on Sunday morning, with conditions continuing to deteriorate through the day.

The storm is expected to rage until late morning on Monday and produce a total of 5 to 10 inches of rain, posing a "significant" flood threat, forecasters said. There also could be some tornadoes.

Scott was in Broward attending a state League of Cities convention in Hollywood, and said he’d give another briefing from the Broward EOC at 6 p.m.

Meanwhile, Scott said he’d spoken with officials from theRepublican National Convention, planned in Tampa Monday through Thursday, to find out what resources they’d need from the state, and to talk to them about possible issues with wind, rain, storm surge and possible bridge closures.

He said Sunday’s 11 a.m. briefing would likely be the most significant, because “we’ll have much better information’’ after the storm passes Cuba.

Hurricane Isaac Mon-Wed Republican Convention

As delegates and the media gather for the 2012 Republican National Convention in Tampa, Fla., Aug. 27-30, an unwanted visitor, "Isaac," may join in.



The worst case scenario from a Tampa standpoint would be if Isaac were to swing over the Gulf of Mexico, strengthen, then curve northeastward toward or just north of the city on the Florida west coast. However, even a northward path directly over the Florida Peninsula could still yield nasty local effects produced by squalls.
